Watch Rep. Nick Rahall, D-W.Va., talk about H.R. 2442, the Bay Area Regional Water Recycling Program Expansion Act. Rahall suggests that if Rep. DevinĀ Nunes, R-Calif., doesn’t want to support the bill, he should do a “rain dance” instead.
